Albany County won’t release police records despite new law

After a July 2024 law gave Wyoming POST explicit access to officer personnel files for revocation investigations, a county still refused to hand over the file of a former deputy who fatally shot an unarmed man in 2018. POST went to court to compel it.

Even the certifying board could not get the records. That bounds what Wyoming’s published file can contain.

Governor signs police oversight bill into law

House Enrolled Act 31, effective 1 July 2024, lets POST view the part of a personnel file relating to a complaint and material bearing on good moral character. It passed unanimously at every stage — 9–0, 62–0, 5–0, 30–0.

What this data does not say

It never asserts that anyone is currently employed. The supported statement is that a person is listed as employed at an agency as of 2024-01-10, with no separation recorded.
Records are state-scoped. Wyoming certification numbers are issued by its own board, so someone certified in two states appears in two files and is never merged into one history.
Measured across the 26 published files as of 2026-08-29, 69,683 officer records are open at two or more agencies at once — a genuine dual appointment, or a separation the board never recorded. Counted per file, never across states. The data cannot tell the two apart, so neither is asserted.
