Suit opens up Virginia police records

The Invisible Institute sued the Department of Criminal Justice Services for rosters and certification data. The suit was dismissed in February 2026 after DCJS released nearly 100,000 records — names, departments, certification status and active-duty status.

That release is the Virginia file in this lookup. NPI still does not publish it.

Nonprofit sues Criminal Justice Services for withholding records of officers

The filing. DCJS refused names of nearly 100,000 active and inactive personnel, citing a personnel-records exemption and the possibility that inactive officers were undercover. It had released decertified officers’ names in 2022 and reversed on comparable requests in 2023 and 2024.

What this data does not say

It never asserts that anyone is currently employed. The supported statement is that a person is listed as employed at an agency as of 2026-06-12, with no separation recorded.
Records are state-scoped. Virginia certification numbers are issued by its own board, so someone certified in two states appears in two files and is never merged into one history.
Measured across the 26 published files as of 2026-08-29, 69,683 officer records are open at two or more agencies at once — a genuine dual appointment, or a separation the board never recorded. Counted per file, never across states. The data cannot tell the two apart, so neither is asserted.
