New data tool allows journalists and the public to track ‘wandering cops’ in Utah

Utah POST’s certification database covering more than 28,000 officers back to 2008, including about 10,000 active, 844 terminations and 7,664 resignations. First requested in January 2023, denied on undercover-safety grounds, and released in spring 2024 only after the State Records Committee ordered it.

Failure to activate: when Utah officers violate body-cam policies

Nearly 170 records requests to 48 agencies identified 25 officers across 11 agencies disciplined over body-camera policy. One officer failed to activate his camera 103 times in three months and was terminated — and the employment data showed he and another terminated officer later took further law enforcement jobs in Utah.

What this data does not say

It never asserts that anyone is currently employed. The supported statement is that a person is listed as employed at an agency as of 2024-07-01, with no separation recorded.
Records are state-scoped. Utah certification numbers are issued by its own board, so someone certified in two states appears in two files and is never merged into one history.
Measured across the 26 published files as of 2026-08-29, 69,683 officer records are open at two or more agencies at once — a genuine dual appointment, or a separation the board never recorded. Counted per file, never across states. The data cannot tell the two apart, so neither is asserted.
