Texas lawmakers delay bill keeping unsubstantiated complaints against officers from the public

Senate Bill 15 would put unsubstantiated complaints and allegations that drew no discipline into confidential “G-files”, out of public personnel records. About 26,000 of Texas’s roughly 110,000 peace officers and jailers already have such files under existing civil service law. The Senate passed it 18–12 before it stalled on a point of order.

Bargaining the Badge: How hundreds of accused Texas officers avoid prison

More than 100 records requests and 297 permanent licence-surrender cases from 2015 to mid-2018. At least 245 officers traded their peace officer licence in a plea bargain for a reduced sentence; more than 30 surrenders halted a prosecution or investigation outright. At least half involved felony charges.

What this data does not say

It never asserts that anyone is currently employed. The supported statement is that a person is listed as employed at an agency as of 2024-04-05, with no separation recorded.
Records are state-scoped. Texas certification numbers are issued by its own board, so someone certified in two states appears in two files and is never merged into one history.
Measured across the 26 published files as of 2026-08-29, 69,683 officer records are open at two or more agencies at once — a genuine dual appointment, or a separation the board never recorded. Counted per file, never across states. The data cannot tell the two apart, so neither is asserted.
