Sonya Massey called 911 for help and was shot in her own kitchen. The Illinois deputy charged in her killing had worked for six agencies in four years, carrying a military discharge for misconduct and a case thrown out for lack of evidence, and was hired again each time.

Illinois’s new police officer decertification process is stalled

The state board took 496 complaints in 2023 and, as of April 2024, had issued zero discretionary decertifications since the SAFE-T Act — only automatic ones tied to convictions. Illinois decertified 64 officers between 2009 and 2014, against Florida’s 2,125 and Georgia’s 2,800. The public database the statute requires was not live.

The state’s own numbers for 2025: 499 complaints logged, 281 closed, 218 still under investigation at year end. Twenty-three officers decertified through formal proceedings and nine who asked to be. Hearing rules only took effect on 29 April 2025.

What this data does not say

It never asserts that anyone is currently employed. The supported statement is that a person is listed as employed at an agency as of 2024-12-23, with no separation recorded.
Records are state-scoped. Illinois certification numbers are issued by its own board, so someone certified in two states appears in two files and is never merged into one history.
Measured across the 26 published files as of 2026-08-29, 69,683 officer records are open at two or more agencies at once — a genuine dual appointment, or a separation the board never recorded. Counted per file, never across states. The data cannot tell the two apart, so neither is asserted.
